now at noon -- for the first time in california, undocumented immigrants are applying for driver's licenses. the scene at one south bay office and restrictions in place. and a frosty start to the morning, including a freeze warning for some parts of the bay area. when you can expect to see a warmup. plus -- recovery crews gathering more debris from the crashed airasia flight 8501. how the weather is affecting the investigation into what caused that crash.

good afternoon. i'm noelle walker in for tori campbell. breaking news. within the past hour, prob ordered sanctions on nourk in response -- president obama ordered sanctions on north korea including three entities, including a government intelligence agencies. that means those sanctions are barred from using the u.s. financial system and americans are prohib interred from doing business with them -- prohibited from doing business with them. today for first time undocumented immigrants in california can officially apply for driver's licenses. any dmv is can process an application but there are special centers to deal with the specific influx of driver's license applications. ktvu's janine de la vega spent the morning at the dmv in san jose. >> reporter: the doors opened at 8:00 a.m.

at this dmv office in on center road in san jose. people flooded in full of hope. many depended on others to drive them to places. others have been driving illegally for years but today they are getting a chance to apply for a license. >> how are you? >> excited to be here. >> reporter: this woman and her wife were the first in line. we found them waiting in the parking lot. they arrived at 3:00 a.m. >> i am here to take the license. >> reporter: under a new state law anyone 0 who can prove their identity and residency in california can prove their license. the car will look different and can only be valid for driving in california and cannot be used for identification such as boarding a plane. still, is offers security for many. >> i'm always thinking when he's on the road, hopefully he doesn't get stopped or an accident. you never know he could be driving right and other people can hit him or something.

but this is gonna be -- it's very beneficial. >> reporter: those applying took a driving and safety test on a touch-screen computer. they will also have to take a behind the wheels test and proof they have insurance. >> we strongly feel this will ensure roadways are safer, making sure everyone passes the same written exam. however, meets the same licensing require that every californian must have. >> reporter: the dmv september up this processing center to help with the applicants. it's the only one in northern california that takes walk-ins. through the waiting there were smiles. >> i'm very happy. >> reporter: the dmv expects to keep this processing center in san jose and the three others in san jose open to handle all of the demand. reporting from san jose, janine de la vega, ktvu channel 2 news. a mountain lion was found dead on a peninsula freeway this morning. before we show you the video, a warning some team may find it

disturbing. the big cat was found on southbound interstate 208 in san bruno. apparently hit by a car. the highway patrol has turned over the body for further an analysis. there have been a few sightings in san mateo county, including one that attacked a deer the day after christmas in hillsborough. a sudden snowfall in new hampshire is being blamed for a massive pilein ashland. the sudden snowfall created low listibility for drivers. 35 cars were involved in the pileup. the wreck forced officials to shut down northbound lanes on interstate. there are multiple reports of injuries. but the extent of those injuries so far is unknown. snoor it was a cold start to the morning. mark tamayo is tracking the

temperatures. how cold was it earlier? >> very cold. i think probably the coldest morning since last february. almost a year as the temperatures back down to the 20s across the bay area. san jose beginning to recover. you can see mostly clear skies. haze out there with the spare the air alert. san jose checking in at 49 degrees but a quick review of some of the lows from this morning. take a look. 20s to report in santa rosa, sebastopol, napa, petaluma, oakland in the upper 30s, livermore, 30 degrees. san jose 31 and san martin in the upper 20s. a cold surge of air is still with us. as a result, it won't be moving out over the next day or so. we're talking about very cold numbers for your saturday. current numbers beginning to recover. there's the 49. walnut creek in the upper 40s. santa rosa right now still a cool, 47 degrees and san francisco 48. third morning in a row we're talking about this, a frost advisory for the bayshore line. also out toward the santa clara valley temperatures will be in

the lower 30s. the inland areas of the east bay and santa cruz mountains a freeze warning. temperatures back down to the upper 20s to the lower 30, coming up we'll take a closer look at the forecast, lows in your neighborhood. we'll also let you know when warmer air moves into the bay area forecast. >> all right. thank you. he talked about one of the coldest parts in the bay area this morning was in contra costa county. downtown walnut creek, temperatures were below freezing for most of the morning. as you can see at the honda dealership, the window, and hoods of the cars were frosted over. we found a people who told us how they were coping through the cold. >> it's really, really cold. unbelievably cold. i wear my boots and i just try to stay warm. that's it. we just run in and run out of the building. >> i'm headed up to tahoe for the day. hopefully everyone else is, too, in this cold weather. should be a good day up there. >> reporter: it's not just skiers who are happy about the

cold temperatures. at walnut creek billion creek on ice, the general manager says the chilly weather has been good for business. >> people have been coming out, skating. they are just bundling up. sales are up on hot chocolate. but other than that, everything has been good. >> he says the one draw basketball, -- the one drawback, the ice gets harder because it's colder and it hurts more. the wintert means higher utility bills for -- the winter means higher utility bills. businesses can see a rate hike. this will play for the expansion of the smart grid and highering more customer service workers. minimum wage is now higher in several bay cities. in sunnyvale, the minimum wage from $9 an hour to $10.30. in san jose, it's also $10.30.

that's up 15 cents. in san francisco, the minimum wage is up from $10.74 to 11.05 an hour. another minimum wage hike will take effect in san francisco raising the minimum wage to $12.25 an hour. up in developments now on asia air flight -- new developments on asia air flight 8501. recovery crews are making the heartbreaking discovery of those passengers still in their seat. >> reporter: the chopper coming from the u.s.s. sampson, a guided plane searching. >> translator: we're thankful for the americans for flying

mario cuomo is being remembered as a man of unwavering principle and an eloquent speaker. he died of heart failure yesterday at his home. he was 82. he served 12 years as new york governor. he was known for his stirring speeches and liberal policies. he was asked once how he wanted to be remembered. >> one of the simple things i wanted to achieve is i wanted to be governor. i want to be the hardest- working there ever was. i want when it's over and i figure on four years at first, i want people to say, now, there was an honest perp. >> cuomo and his wife were married more than 60 years. they raised five years, including andrew, the current governor of new york. president obama offered these words of praise -- he called him a determined champion of progressive vam lieus and an -- values and an unflinching voice for tolerance, fairness and opportunity. democratic senator harry reid is recovering from an accident that left him with

broken ribs and broken bones in his face. in a statement released by his staff, it says the democratic senator was exercising at his home when a piece of exercise broke and caused him to fall. reid was initially taken to saint rose hospital in henderson before being transferred to the university medical center in las vegas. staffers said he was admit the overnight as a precaution. he's expected to be back at his washington, d.c. office by tuesday. gas prices across the country are continuing to drop. but here in california, the start of the new year means they are actually going up. the new fee that's in effect. plus some political analysts say it could be a sign that one woman is getting to -- getting ready for run for the republican presidential nomination. the action taken by the former ceo of hewlett-packard. over a million californians have gotten something that's been out of reach for far too long. health insurance.

oakland police are investigating the first homicide of the new year. it happened around 1:30 yesterday afternoon at the valera gas station on bancroft near 73rd. that's within sight of the eastmont police substation. when officers arrive, they found a 23-year-old man shot dead. a 26-year-old man from pittsburg was also shot. he found his own way to the

hospital. he is listed in stable condition. in richmond, police say the city's homicide rates that dropped to the lowest level in 43 years. there were 11 kills in richmond in 2014. that's the lowest number since 1971. richmond police point to more crime-fighting help from the community and a recent crackdown on street gangs as factors behind the drop in the homicides. the alameda county coroner says a 20-year-old man found dead at uc berkeley fraternity house died of acute alcohol poisoning. he was found unresponsive at the house on bancroft way near the uc berkeley campus in november. he attended uc dave zris and was in berkeley celebrating -- davis and was in berkeley celebrating his birthday. the san francisco bicycle coalition is compiling data to push for safer roads in 2015. more than 100 problem areas have been identified. the data points to hot holes,

poorly timed traffic lights, slippery surfaces. it's part of a cycling advocacy effort with more than 10,000 members. some say the coalition has made a noticeable difference. >> it's great for me. san francisco, if you know where to ride, is a great place to ride bikes. >> for 2014, san francisco police reported 28 fatal vehicle collisions three involved cyclists. that's down by one cyclist death from the year before. nonfatal collisions between vehicles and bicyclists decreased from 467 to 392. gas prices are continuing to drop across the country but here in california they are actually going up. that's because a new cap and trade fee kicked in at the start of the new year. it is an emissions-based fee for gasoline producers and an expansion of the state's cap and trade program that started in 2012.

emergency lean plane. >> it was definitely my water broke, i could tell that's what happened. >> reporter: allison and zach's son was due in march. so whennally son went into labor on the flight from san francisco to minneapolis to say it was a shock was an understatement. >> there was reason to jump to the conclusion i would give birth on the plane. >> reporter: she said flight attendants and a pediatrician on board helped her breathe through contractions until they landed in salt lake and were rushed to the hospital. doctors checked her and saw a foot, meaning the baby was -- >> right away, we basically went immediately to the o.r. >> reporter: the baby was born via emergency c-section. he's in the icu, weighing had

pounds. nurses say he's doing well. they are not sure when they will be able to fly home to wisconsin and say with future prog nancys, she -- pregnancies, she will stay home. >> i'm not gonna fly through my next pregnancy or leave my state, just to be on the safe side. >> or town. [laughter] >> just to be on the safe side. you never know. >> that was zach whitney reporting. this is actually the second time that a passenger went into labor. on december 9th we told ulhow a baby was born on a southwest airlines flight. that was diverted to los angeles. our weather story, not changing too much. we're talking about cold temperatures. freeze warnings as we head into saturday morning forecast. here's our live camera looking out towards san francisco bay. you get the idea. a lot of haze out there. that's why we have the spare the air alert in place for today. there's a chance it could be reissued as we head into the saturday forecast. san francisco right now, only in the upper 40s.

cold surge of air still moving into northern california. with that, temperatures not changing too much. but a few changes as you can see as the doppler sweeps keeping us dry. but patchy fog and low clouds developing toward the sonoma county coastline up to point arena and fort bragg. that's kind of a recent change over the past few days. as far as current numbers updated, still showing the cool numbers. livermore checking in 50 degrees. walnut creek, 48 and napa, right now, 46. saturday morning a frost advisory for the bayshore line down toward the santa clara valley and head out to the north and east and the santa cruz mountains. a freeze warning posted with temperatures back down into the upper 20s to the lower 30s. get ready for another cold start with subfreezing temperatures for your saturday morning. in area of low pressure has been dropping into northern california basically since tuesday and wednesday. cool for today with mostly sunny skies except some patchy

fog near the coastline. and then the high pressure returns. this will bring in some relief, especially by sunday. it's gonna be a gradual process. it will bring temperatures up a few days each day even with the lows beginning tomorrow morning. no significant storms to talk about as we begin 2015. here's our forecast model showing you this -- at least some patchy low clouds and fog near parts of the shore line tomorrow and then into sunday we'll see a few scattered high clouds pay us a visit by the morning hours and into the afternoon and still a few high clouds for your monday forecast as well. temperatures for this afternoon, mainly in the 50s for the afternoon highs. low 50s as you can pick out from lirnl, san jose, half moon bay, 55 degrees. overnight lows get ready to bundle up. the coolest spot in the upper 20s to near 30 degrees. i think tomorrow morning maybe just slightly warmer compared to this morning. you get the idea. there's that still out there and aias of frost -- areas of frost. a freeze warning issue for the saturday. scattered high clouds in

after starting the first trading day of the year on an upnote, stocks have reversed course in early afternoon trade and given gains back. the dow is down about 26 points. former hewlett-packard ceo appears to be eyeing a 2016 presidential bid. she's hired a top republican national committee spokesman to join her political action committee, which some say is a step toward a 2016 white house run. she made an unsuccessful bid for senate in california in 2010. she's never held public office. she's currently the only republican woman to publicly express serious interest in running for the party nomination. fast-food chain chick-fil-a is the latest corporation to investigate a possible data breach. the atlanta-based chain says hackers may have gained access to customers' kawrd information. it's still unclear how many people may be impacted.

the restaurant said if the breach is confirmed, customers would not be responsible for any fraudulent charge to their accounts. chick-fil-a operates 41 restaurants in 48 states including here in california. a ride with uber was pricey on new year's eve. analysts say rates during peak hours were nearly six times higher. one rider posted a copy of a receipt from a four and a half- mile trip in pennsylvania that cost $117.51. dozens of other ubers users say they spent well over $100 for a ride that night. customers were warned before this happened and they had to confirm that before ordering the ride. new rules for raising chickens that could costing you more at the grocery store -- tonight on the ktvu channel 2 news at 5:00. thank you so much for making ktvu your choice for news. we're always here for you at
